Second Element Brake Lights Issues

Second Element Brake Lights Issues
Hi, I'm having trouble fixing the second element of my brake lights in my 2007 tC. When I turn on my headlights only the second element part doesn't glow. I figured out that some wire must be touching ground or another wire but I haven't figured out exactly where it is.
I noticed that the fuse was blown and when i replaced it it blew again. we tried replacing the fuse with 20 amps and 30 amps but they just popped. I tried the 30 amps with the bulbs out. Does anyone have any idea where i should look first?

Never replace a blown fuse with one bigger than what belongs in the vehicle because the wire causing the fuse to blow will burn up potentially catching on fire if you put a big enough fuse in there. That being said do you have access to a multimeter?
