BC coilovers seem low in the rear. (trying to raise)

So I got BC coilovers and need to raise the rear because driving real low is not my style no more but I noticed something odd about my BC coilovers. The rears seem to be way too low even though I raise the shock tower to limit it allows on our setup (no less than 25mm of thread needs to be spun to the lower mount). Does anyone know if the preload adjustment for the springs actually raises and lowers the coilovers as well? I never really messed with the preload in fear of having the wrong setting because they come pretty good setup from out of the box for our cars. I'm running 18x9.5 on 235/40/18 (a slight stretch) and I'm still tucking with my shock tower raised to the limit. If I raise it passed the limit by about a half inch then I'm roughly flush with my fender to tire. I'm just trying to raise the car so I can actually drive over all the bullcrap in the road nowadays. Any advice helps.

This is a photo for reference when the rears are about an inch from maximum height adjustment BC coilovers will safely allow me to go.
