Default E Brake making clicking noise

I have a weird problem I never come across before. I started to hear a clicking noise every time I take off from a complete stop or when am moving slow to about 5-10mph. First thought it was my axles which I replaced because they were bad. But I got someone to stand outside to hear the noise and its on my rear passenger side wheel. Its not the brakes atlease I don't think because I adjusted the e brake and it went away for about 2 weeks and it came back. Adjusted it again but it keeps coming back. Weird thing is when I have the car lifted and turn the wheel by hand it makes no noise. I am lowered on coilovers and been riding that way for about 3 years now, this started about 2 months ago. Wondering if anyone else has come across this issue or knows what it might be. Thanks in advaced.
