I changed my stock struts to tokico struts and noticed that the 7 years in the Florida sun has caused the black crinkled sleeve(between stut and spring) to just get totally destroyed. Is this important? What does it do? Whats the technical name?

Also, the FL weather has caused the plastic washer between the two metal plates on the top mounting structure of the strut to disintegrate. Where do i get an exact OEM fit? Whats the technical name(or part number)?
