Default 09 tC RS5 rear drivers-side tire rubbing?

I have a 2009 scion tC that came with TRD lowering springs and 18" wheels (the release series 5 edition). About 1 year ago I started hearing a sound that was coming from the drivers-side rear when going over rough patches of road or where the car dips, but it was very rare that it happened. Fast forward to today, and I just took off my 16" steel rims with snow tires and put the 18" alloys back on with new summer tires, and it's happening every time I drive the car. There is a tiny groove from where the tire is rubbing against something either in the wheel-well, or against the fender/bumper? I'm not sure what to do. I purchased the car this way, so I don't know what I should do to fix it.
Roll the fenders? I've heard about this from people who run cars that are lowered but don't know if this would fix the problem, and how to do it.
I could put smaller wheels & tires on the car, but I just spent $700 on new summer tires for the 18" TRD wheels that came with the car.
New suspension? This is expensive and the car only has 41k miles (almost all highway).
Can anyone give me any ideas on what I should do? I've performed all regular maintenance on the car, and my loan is down to $8k. I also just purchased new rotors & pads that I was going to do this weekend but I really need to fix this problem first.

You can fix it buy trading it in for an FRS. Put a picture up of the problem, where it's hitting. You shouldn't be rubbing. Is the ride bouncy?
