2014 tC Rear Bumper "Reflector"

So I took off that "reflector" from off my car to take a look at it. immediately I noticed that it is not a reflector (hence the quotes, lol). It definitely seems like it was originally supposed to be a third brake light. And I may just make it into a third brake light. Attached are pics I took of the back of it.


Can anyone make sense of the writing on it? Such as the "W21W" and the arrow next to it. I assume something was meant to rotate on it. Also does anyone know what the little cap was meant for? When you take it off there's a small hole that goes into the housing. I verified this my taking the cap off and holding the back to a light source and seeing a small amount of light coming through.


What does everyone think?

There are 1 or 2 threads on this already, but thanks for the pictures...

w21w is a type of light bulb, I'm guessing that is what would go in there normally in a production situation.
