This is a quick edit I did in Photoshop. The top picture is stock. The bottom picture is what I want my tC to look like.

Has anyone found a bumper/grille to achieve this look?

Doesn't exist, but would be pretty cool and unique. There is very little visual support for the 2014+ tC, and definitely not something that subtle. This wouldn't be too difficult to achieve with some fiberglass, cutting and paint work though.

I've never really done any fiberglass work before. Would a body shop be able to do it for me?

Absolutely, just find one with good reviews or referred to you by a friend. The bumper (at least) will need to be repainted. It's a small change but with labor and everything I wouldn't expect it to be less than $600 or so (and that's optimistic). Body work is crazy expensive.
