Actually, you're missing 2 fuses
Fuse #20 Power Management system
Fuse #22 Steering Lock system
Canadian manual says it's for vehicles with Smart Key system only.

there has got to be something else...i don't think it will be a fuse though...i think it's going to be one of the larger relays...

because you can see one on the diagram at the bottom right that says "DIM/DRL"...that has got to have something to do with it. Unfortunatly, both of our cars have something occupying that space...

Want me to stick fuses in the spots and magically see if I have DRL?

Or will that cause an issue xD should just blow a fuse right?

Canadians call your dealer and see how much replacement relay is. If they aren't too pricy I would buy one and try swapping them.

I've updated the original post with the Fuse Boxes. I circled the differences between the two on the first, USA fuse box, picture with the Canadian fuse box on the second picture, thanks fatty_gen2. I wonder if Canada is considered long distance to AT&T? I will try calling some Canadian Scion dealers and asking them for a part number and price.

Not so sure of the distance charges. Sorry. There should be someone on this forum who might be actually working on a dealership.
I'll try to take the relay out of the box tonight. But if the diagram says what it is, I might lose the dim feature of the interior lights.

Thanks, if you do take green relay out and it does in fact remove the DIM/DRL feature, could you possibly search it for a part number? With the part number I can order it and replace it on my USA Scion tC fuse box to see if DRLs function as they should.

If this was directed at me, I believe we have the same relays installed on our cars, I also do not have DRLs.
