Blue Light on Dash

Question Blue Light on Dash

I borrowed a 2004 xA yesterday for a couple hours and noticed a blue warning light on the dash. At first I thought it might be the high beams were on, but I checked and that was a different blue light. The icon shape looked like maybe something to do with water or temp, (or both) but it was blue.

I downloaded the PDF of the owner's manual from the Toyota website and looked it up and I found exactly the icon/light I saw. The owner's manual says, for that particular icon, when blue: "Low engine coolant temperature indicator light".

What conditions would that light normally be on for? Does it light up whenever the engine is cold, or does it indicate a thermostat that is stuck (open)?

FYI it's coolant water temp. it turns off after ~135 degrees.
