Cigarette lighter cuts out when loaded

Default Cigarette lighter cuts out when loaded

I searched for this, did not quite find this situation so I figured I would post it.
I have a 06 Xb, about 2 months ago cigarette lighter stopped working. OK figured change the ACC 15amp fuse. Pulled it out, checked it with ohm meter, still working.
CHANGED IT ANYWAY.
Put phone charger in cig lighter… not working!
Pull it out, use voltmeter to check voltage in cig lighter, reads 12V.
Connect cig lighter back in… not working!
So then I created a little circuit that fits into cig lighter, that has a switch and clips to put on various size resistors and measure voltage. With 1000 ohm resistor it reads 12V. But put on a 150 Ohm resistor which is less than 0.1 amp no voltage.
But disconnect the load…. Wait some 20 seconds … 12V shows up again with no load.
Almost like it is resetting. A relay or possible contact on the ignition switch?
Anyone else run into this?
If so how did you fix it?
