"flat spot in tire" or balance issue?

Default "flat spot in tire" or balance issue?

Unfortunately our shop does not have a balancer anymore so I'd have to spend a few bucks to go get it checked, but here's the deal. I locked up my rear brakes via e-brake for about 20-25 feet. As a result, I started hearing a noise from the rear right. I rotated it to the front left and has been there for a few hundred miles. Still hasn't gone away and causes a vibration in the steering wheel. I'm thinking one of two things happened:

1) Flat spot in tire, something i'll just have to deal with.

or

2) Balance issue.

The feeling is felt at all speeds, steering wheel begins to shake as a result in the speeds of 60-80 mph. Under that it doesn't shake but I can feel the wheel bouncing/thumping as it hits that certain part of the wheel.

Suggestions?

Hmm. Well, I should say I didn't experience it before my ughh act of exhileration/lack of rational thought. It seems weird that it would coincidentally put the tire out of balance. Hmm, well i guess I will take it in to a friend of the shop's and see if he'll check the rotation for free.
