If you have the luxury of choosing gearbox ratios then smaller, harder, narrower tires are advantageous for mileage purposes. Check out the first generation Prius. The second generation Prius has larger wheels simply because customers had negative feelings about the "roller skate" wheels on the 1st gen vehicle.

One way to lower engine RPMs on a Scion would be to run the Echo final drive gears. They're taller than the Scion gears. Those gears and a set of Prius low friction tires would probably gain a MPG or so.

Guess I need to run the RPM fuel comsumption rate test to see how the RPM change affects no load fuel consumption to see if the tire resistance is offset more by the engine burn rate.
