RUST ARBITRATION
When a seventh rust spot appeared on a different part of the car the dealer tried to say it was the result of a paint scratch. This latest spot is also where the rubber seal meets the paint. It is not a stone chip and there was no physical evidence of a scratch in the paint. I believe they are willfully not responding ethically in the face of clear evidence. I have filed for Arbitration. Does anyone have any experience in Arbitration you could share? The local televison station asked if I had looked for any "secret warranties" Toyota may make available to keep the problem quiet. I have not found any. Can anyone help here?

nope, they SHOULD have a sticker on them (I believe it has to LEGALLY be DISPLAYED on new cars) stating where the engine parts came from, and the point of assembly... both are (SHOULD BE) 100% Japan. Thats why it takes 3-4 weeks to get one if they don't have one on the lot. I got mine with ONE mile on it... and it had the content sticker on it.

All xBs are 100% Japanese built. One of the ports of entry is NEAR Washington state, in Portland, Oregon. 
There are no xB assembly plants in or near Washingon state.

The "assembly" that takes place in this country is limited to some of the accessories. For instance, I think the xB rs3 had its headrests put in here at the ports. Isn't the warranty for "rust through" and not just spots of rust? My book states, "This warranty covers repair or replacemnt of any original body panel that develops perforation from corrosion (rust-through), subject to the exceptions ...."

You Folks are right again. My sticker says Portland, Oregon is the PLANT/PORT, origin. I cannot find any reference to assemby in Japan. The car had eight miles on the odometer. It was loaded in Portland on September 15, 2005 and delivered on September 29. Dealer said it came through Chicago. When the Toyota Rep looked at it his first response was, "rail dust". He reluctanly agreed there would be no rail dust below or above the door seal.; but they are still trying.

Surface rust is not warranted.
The window sticker should have listed origin, in percentages, and the "B" pillar federal sticker will list origin, too...

Cars being shipped into the US often come with some minor parts stored inside rather than mounted. Things like antennas, exterior mirrors, front and rear skirts, etc., are often not mounted at the factory to prevent shipping damage.
Just to repeat, though, the xBs are listed as being 100% Japanese components, assembled in Japan - in fact all of them are assembled at just one plant (Takaoka Plant).

Yup. Both the bB and Coo are made in Daihatsu's largest plant.

Thanks for the info on manufacture. Is bB same as Xb or is it something different. What plant manufacutreres the Corolla? I have tried to post photos but I am unable to navigate the process on this site. The service manager has finally agreed the problem with my rust spots appeares to be related to weld splatter. Is there any information on the manufacturing process from welding to first paint?
