Replaced Left Turn Signal Bulb (Front), Signal is still flashing rapidly..
 

What's the next thing to look at, replace the fuse? Bulb died out.

Put the replacement and the signal does light up now, just still goes twice as fast as my right.

Next things to look at;

Is the back bulb working?
Do you have LED bulbs in either the front or back?

Both of thee will cause the same issue.

If neither of these are the cause then you might want to look at replacing the flasher. Same for if you have LEDs in one of turn signals. Just have to make sure it's a flasher designed for LED use. They are about $10-15 on eBay.

What kind of replacement bulb did you use? Typically an LED bulb or a bad bulb, which causes a different load on the circuit, causes the fast flashing.

Back bulb is working.

I noticed just now when i have my lights on, the light stays on and doesn't actually flash when I turn on the signal (front).
When the headlights are not activated and just in park mode, it flashes on.

I just replaced it with the same bulb that was in it previously.

Definitely the correct bulb. Make sure it isn't put in backwards, Shouldn't happen but with older sockets that are worn it is possible to do.

After that, you have to start looking for a bad ground.

So I spent $500 to have a brand new driver side headlight replaced...

It looks beautiful. But the parking light issue still exists. It doesn't turn on while driving, and the turn signal still flashing rapidly.

The flasher device / relay works by heating up a bi-metalic strip from the current passing thru the device.
When the bimetalic strip heats, it bends and opens a pair of contacts, breaking the current flow and turning off the light.
The strip then cools down and closes again, turning the light on
The amount of current passing thru is controlled by the resistance in the circuit. With normal resistance, you get the normal flashing rate.

So if high resistance is somehow added to the circuit, the flasher doesn't heat up as much and goes into a rapid blink mode.
You need to look for something that just added some resistance to the circuit... like a bad ground, broken wire, corroded connections.
You will need to trace the wires back thru the engine bay from the headlight shell
