Lightbulb Power Steering ECU

I own a 2008 Scion xB and I have spent the last 48 hours trying to figure out what I'm going to do about this power steering issue (research, calling mechanics). It seems that it's either the ECU or the power steering part. I am able to drive it, although it's not comfortable
when it's not in motion of course. I remember the light coming on back in 2012 and I simply unplugged the battery which solved it, and it never came back until now. Unfortunately, it's here to stay because the trick didn't work again. I saw this great video
which gave me hope that maybe I can just buy one of these used ECUs. However, this guy never says anything about what he did regarding flash, having his VIN #, or setting it up.
It seems like the only option you have is to take to a dealer that will charge almost the amount the car is worth or send the ECU to a place like All Computer Resources , G7 Computers, or Sia Electronics and hope that will fix it.

Does anyone have any suggestions?

Thank you in advance. I hope my next car does not have electronic steering.
