What does NF stand for please? They sound like with I would like on my xB

NF210s are a Type of Suspension Springs by Tanabe. NF= Normal Feeling.

SUSTEC NF210 Normal Feeling and moderate lowering

Does anyone know if the 2013 - 2016 Scion FR-S 17 inch rims will fit on the 2nd Gen XB with no modifications. I’m looking to finally replace the suspension and go a little lower to close a little wheel gap and I’ve been looking at these or anything scion in 17.

Nope, different bolt pattern, the FR-S and the 1st gen tC both use a 5x100 bolt pattern, the 2nd gen xB and tC use a 5x114.3 bolt patten. If you want a stock wheel have a look at other Toyota vehicles. Good news is that the 5x114.3 bolt pattern is one of the most prevalent bolt patterns for aftermarket wheels, so you've got a lot to choose from.
