swapping ECU's doesn't change anything and had nothing to do with inspections. gauge cluster has mileage, and if you have the mileage wrong, that will affect documentation on the car.

All depends on how well your shop can tune it to run and what shape your engine is. Should do a compression and leak down test to confirm before doing it.

I believe they normally ran at 8 PSI.
