Where to get spare keys?(non dealer)
I only have one key and it's well worn.
I don't trust making a copy of this key. Is there a place other than the dealer that can make me a brand new key without copying my worn key?
Maybe with my VIN Number and proof of ownership.
I got the car used so I don't have the key tag

Best bet would be a dealer but your other option would be a locksmith who might be willing to cut a new key for you although that's likely going to be a more expensive route and you'd still need to show proof of ownership, etc.
As long as your current key still works why the hesitation to copy it? I've had keys for cars cut at WalMart and Home Depot and only had an issue once and a second pass through the key cutting machine and my problem was solved.

From past experience copying a very worn key is not reliable,

UPDATE
It turned out my 05 does not have a transponder key.
One Toyota dealer told me I have a transponder key (even pointed to something on my key to "prove" it) and told me I would have to pay for a key then pay service to program it to the vehicle.
Luckily this dealer didn't have my key in stock. Instead of ordering it I decided to try a Toyota dealer closer to my house and If they didn't have the key I would order it.
Not only did this dealer have a key but they gave me a strange look when I told them my story.
Turns out I do not have a transponder key and it only cost me $20 to have them look up the code for my key by VIN (and proof of ownership) and cut me a brand new key.
They even gave me the key code so additional keys would only cost $10 in the future.
