Default wheels, lip, and springs

I plan on getting some 17s on 215/40s, a lip kit and was thinking of getting df210s, but I was wondering if that is gonna be to low? (live where there are big speed bumps)

You will be 2 inches lower from the springs. A different lip kit may or may not extend lower than the stock one. Find the biggest speed bump you drive over and measure your clearance coming up on it. That should tell you how much lower you can make the nose before hitting.

from my experience with the df210s, you will scrape on big speed bumps if you don't go over them careful enough and you may even scrape your exhaust on the bumps when the rear end comes down the bump

Then I would not suggest a really tall lip with a 2" drop spring if you must do BIG speed bumps. You could run a 1"-1.5" spring and fill more fender gap by running a larger diameter tire. Be careful tho as the farther you get away from a stock overall diameter the more your speedo accuracy and vehicle performance will be influenced

The only drop that is really going to get ride of the gap with a near standard diameter tire is a 2" drop like the 210's or goldlines or whatever. We have already (I think) determined that a 2" drop with the lip kit you want to run is likely to be too low. A combo of over diameter tires and less drop in the springs will keep the lip farther from the ground and decrease fender gap. Drop it 1inch and get 1.5 inch taller tires like a 45-50 series and gain 1-2 inchs of clearance at the lip and fill the gap with tire. If you do this you will have to accept about a 5-7% speedo error and a bit less quickness at stoplights.
