Default Brake Noise

I recently had my rear drum brakes changed on the Xa. The brakes would squeal a bit when pressed. But no, when I drive down the road there is a continuous rubbing noise that tends to go away when I press the breaks. I removed the tires the other day and found my rear driver side tire has some play in it if I wiggle it, but the passenger side does not. I hope this communicates what is going on and that someone out there might have the solution.
