Is this like a chrome paint or
is there other work that's needs to be done
in order to look chrome-ish?

That is called anodizing. It isn't actually a paint. It is an electrolytic oxidation process similar to chroming, but it is used specifically for aluminum. It can be done in just about any color.

You may also be able to find powder coaters who can achieve similar looks. The cost difference would probably be minimal though. Those powder coaters that can achieve those looks charge a premium to do so.

 

if you start with a chrome or polished base they have translucent powder coat that will make it look like its anodized.
