They definitely are functional. They help to use wind pressure to keep the wheels planted firmly to the ground.

The xB being so fast and aerodynamic- at high speeds they've been known to actually take flight for short distances. Toyota knew this, as seen in this test photo:

They had played with the idea of making the car less sleek and aerodynamic, but they assumed that under normal street driving circumstances- noone would be able to unleash the sheer power of this engine and push the car skyward.

See, lightweight wheels are actually a functional mod....unlike splitters on an xB.
