2006/7 vs 2008 fuel economy
I thought that the 2006 and 2007 models were generally the same thing as the 2008, besides headlights and tails. However, I saw on fueleconomy.gov that the 06 is slightly lower than the 08, but there is a big difference in CO2 emissions. Did Toyota change something in the emissions systems on the new models? Or is the difference a result of the updated 2008 fuel rantings?

The change was for the 07 model year and was carried over to the 08. . . new ecu, new fuel maps, new header, new MAF sensor/design, higher redline. Search.
So 04-06 were all the same, 07 had some very minute mechanical changes (arguably making no difference), and in 08 there was an external refresh, head/tail lights, grill, interior dash lights (from orange to red), and accessory options. Mechanically, the 07/08 are identical.

Yes, there was a change in the testing procedures, but there was also a significant change in the emissions system, including a nice charcoal filter in the intake and a header redesign. What changes (if any) should be negligible, but there are changes nonetheless.
