no way will a piece of plastic in your intake will increase gas mileage...

it just creates a vortex of air to circulate..nothing major will come from it but the air will vortex causeing more airflow and "cooler air" from the circulation
as for gas milage...no way. thats BS if i ever heard
not worth the money they are asking.
maybe make it yourself for $10 at hardware store
