Default Street legal aftermarket exhaust parts

Every time I go to look at aftermarket exhaust parts, it says off road use only. I know this means that it deletes the catalytic converter, but are there any street-legal exhaust parts out there? Besides axelback parts, I already have the trd axelback. Are there any street-legal mid-pipes, or s pipes. I know the scion tc has 2 catalytic converters, but can the second one be removed without failing emissions tests? I don't want to have to change half of my exhaust system back to stock every time i go get an inspection. I live in Pennsylvania if that helps anyone. At least it's not california! Thanks in advance.

Almost every non-OEM part says for Off Road Use Only... that doesn't stop anyone (even in CA). The big question is whether or not your county does emissions testing...

But typically as long as you don't have a CEL when you get inspected, you're fine. Even with a header and full exhaust.

What ack154 said is correct. We also used that same term on all of our exhaust systems. It's an industry standard to put that phrase on all non-oem exhaust systems.
Again, it does not mean that the exhaust is illegal in your area. Just check with your local law enforcement on your local exhaust law.
