i just realized i had a cargo cover
the cargo cover was wrapped around the tire iron. I never noticed what it was until i went to a scion show here in cali. I saw one in an xb and was like, " That what its for!" I feel like an idiot, but now i use it and am happy i never bought one its not worth the price it costs.
I think he may be referring to what the manual calls the emergency tire carrier. If you have a flat, the flat tire is held in place by a "cargo net" that is provided to keep the tire from bouncing around the back whil transporting to repair shop.

Are you sure you are not referring to the Flat Tire Net. It fooled me, and many others too.
