Should the headlight relay in the vehicle switch on when turning on the low beams, or is it just for the highbeams.....

Mine does not switch on for the low beams, but does for the highbeams and then just the lowbeams turn on!!!!

I am picking up the new integration relay tommorrow, let me know if you think thats the problem as well.
