No, b/c your precat is still constricting your exhaust. You may loose very little in the low end (.1 off of your 1/4 but that's just an estimate).
Your exhaust will sound a little deeper b/c of the slower air flow due to the restrictive "header."
Not sure about the Megan set up but ZPI should work. Make sure the mid pipe you get has a resonator built in or your exhaust will be very ricey.

As for trany upgrades, it's not a bad idea to get a stage 2 (kevlar) clutch and light weight flywheel, although not necessary. The rule of thumb is:
If you plan on doing any racing at the track or a lot on the street, look for a drag clutch.
If you almost do nothing at all other than periodic street light to street light, just get a stage 1.
The fact that you're getting a turbo makes it almost a sure thing you will need a new clutch. Make sure it's drag ready. Kevlar clutches last a long time and you might be able to get a stage 3, 4-6 puck steel clutch as well. Just keep in mind, the higher the stage clutch, the harder your shifting will be.
Good luck.
