To check for legality, the cut off line, a distinct horizontal line at the top of the beam. Below the line is bright, and above is dark, has to be no higher than about 28 inches from level ground measuring 35 feet from the front of your car.
If it does not have even a vague cutoff line, the focal point of the filament is off from the real focal point inside the reflector.
To produce a color temperature of 8000K It might have more resistence to create that kind of heat. More heat with a filament not designed to handle it equals shorter life spam. The bulb itself might just have a shorter life spam. Your wiring will not be affected.
Another possiblility - the bulb you bought is a fraud. A regular bulb coated with color to produce hint of blue/purple color. In that case, it will not affect anything. It will reduce the visibility of night driving as the color coating takes away a lot of light. If the coating is cheap enough, the coating itself just might melt or crack.
