Default Is it possible to stretch a tire?

Say take the stock tires (215/45/17) and stretch them on a 17x8 wheel?

215 can be easily stretched on to an 8 inch wheel depending on the tire's material. Toyos and Falkens stretch well, but the stock Bridgestones dont. I'm not sure about the stock Yokohamas

You speak wisdom. Now speak cost. How much do you think a tire merchant would charge to do this?

I was looking at then mounting tires the other day. I couldn't figure out how to stretch the tires. Anyone know how exactly to do it? It didn't really make sense. I don't see how it seals. I know it can be done. I just don't see how.

because.. tires have a range of wheel widths they can fit onto. in the specs of a tire there is a range for this.. usually a 215 would be between 7-8 inches wide for the wheel width.
