license plate

i live in texas and i think its illegal not to have a front license plate. has anyone gotten a ticket before and where do most people mount theirs?(the dealer didnt put it on and i dont have holes)

im in jersey... mine came pre drilled from the dealer... they just used 2 self tapping sheet metal scres and put it on my bumper... i wish they didnt but oh well....
