It's a valve used on turbo cars to release pressure from the intake track into the atmosphere. You don't need it

 

But you need the sticker!

 

no, you need turbo vents on the fenders and a long ___ sticker that says pshhhhhhhhhhht

A few years back I taped a duck call thing on the end of my blow-off valve on my turbo car... now THAT was fun. But one time I shifted and heard a pssssssh instead of a quack quack... so I popped the hood and noticed that the force of the air had blown the duck call clear off the bov! That was a sad day... :(
