It cost arounf 20 for a kit that comes with that bar and some spray to keep the surface lubricated. It is intended to get the stuff off the paint that a sponge would not. The bar should last a very long time...I clay bar like 4 times a year.

Not it doesnt remove swirl marks....those are tiny scratches in the paint. YOu would need to polish or use scratchX to remove swirls.
And yes it is worth the money if you care about keeping your car shining.

1 about $10
2 maybe for a month or so, depends on road conditions
3 no, not at all. all it does is smooths out the surface by removing surface contaminaints. pretty much it's like a big eraser, like on a pencil. it removes the junk on your surface to make it smooth. swirl marks are micro scratches in your clearcoat
4 i'd say so. it smooths out the car well. even new cars need it every once in a while. it makes your polish and wax really shine.

So are they like the mr clean magic eraser thing? (obviously don't use that because it'll rip your paint off)

A decent normal size claybar should last you about 7-10 uses. I got mine from shiningmonkey.com. Comes with a microfiber and d-spec spray.

scratch x is a swirl/scratch remover, only works on minor ones though. clay bar removes little industrial fallout chips that can dissolve and ruin your paint. ive never done it, i just wash it every week, good enough for me.

you can get a Mother's kit from Pepboys w/ a small clay bar for about $10 which includes the detail spray. very key.
the clay bar will last approx. 4 - 6 times before it's too dirty. the clay bar effect will only last as long as the driving conditions are clear and how good a wax job you did.
it doesn't remove swirl marks.
yes it's worth it.

there is a ton of misinformation on this topic. so here's a link:

Here is an excellent narrative on detailing your car. Read the part about claying . I found it very useful.
