Without seeing the surface, sounds like using a clay bar may the safest course of treatment at this point.

We would recommend washing the vehicle first to remove all heavy dirt and rinsing completely. Follow up with the clay bar and plenty of soapy lubrication to remove the spots.

Our $10.50 delivered special still continues on our 100 gram Tropi-Care clay bar.
Available through steve@tropi-care.com or toll-free at (866)-341-0050.

^^^Agreed^^^

Clay barring is easy, just keep the surface wet.

Sounds like you could have some paint spray (like from fresh line painting) Clay will take it off.
