Default Spots on Windshield?

I was driving through a parking complex when the light was shining through my windshield I couldnt help but notice that my windshield had TONS of spots on it. Ive been using Stoners Invisible Glass on my windshields, its been working fine up until now(I only washed the car 3 times till this day, got it in september). My mom says its normal, but my friends say its hard water. I tried "dousing" my windshield with windex, but it still dosent disappear.
What products do you guys use for windshields or what techniques do you use for it?
Thanks

The windows are made like that, they help with uv rays n stuff. If u notice the spots are a pattern.

Whats the general consensus for how effective it blocks the sun? If I wanted to tint for sun blocking alone (not for cool looks), would it make much difference if I added the most effective sun blocking tint?
