I know this is a stupid question . . .
the top picture is the actual HID bulb itself and the bottom is the projector. the tC doesnt have those and those house the actual HID bulb as shown above that.
to get the one you need to bake the headlights open and put a HID retro fit.. if you seach HID retrofit you can see what some people have done. youre other option is buying them which replace the headlights with teh ebay ones or wait for the umnizta(sp) ones.
the HIDs cost bout 200-250 depending on you kit and the retrofit you want is about anywhere from 1000-1600 dependgin who does it for you and the replacement headlights are aound 250.

So let me get this right. The top picture is the bulb itself and the bottom is the projetor that goes in front of it? Would I be able to just get the hid projectors from an s2k and put those in the casings for the scion?
yes but that takes ALOT of work and figuring it out. there are some DIYs arodn the forum. the bulb (9006 for the tC Stock headlights) i tihnk the s2k does fit... but it requires baking which is risky in itself.
