Because of the difficulty of entering and exiting a vehicle many electric wheelchair users opt to use their chairs to make short trips around the neighborhood. Remember, a good power chair will go along at running speed and has a range of 10 miles or so. Also, many people who use wheelchairs do not drive at all so their wheelchair is their only means of transport.

If access to the "walk-in" part of the restaurant is cumbersome using the drive-through is a reasonable thing to do. Why maneuver up ramps and around other customers and furniture when you want a to-go order and the drive-through is wide open? We wouldn't find it odd if someone riding a motorscooter or motorcycle used a drive-through, so why think ill of someone doing the same in a wheelchair?
