Default Scion pricing policy?

I haven't been active on here in a while. And not sure where to post this question...

I remember that Scion dealers had a policy at one time that they sold only at retail price. Is that true? Is it difficult to find a deal for invoice?

Bought a TC on Black Friday. Dealer took $1500 off 22k sticker.

Used to be pretty strict on the no-haggle price. Older model years you can deal on. Current model years, you're probably limited to getting something for free (mats, servicing, scotchguard etc.)
