I definitely wouldn't go into the court arguing that they weren't in full uniform. Just put a suit on, show up, explain what happened, and ask for it to be dropped or to lessen the ticket to a more minor offense.

I just dont want my insurance to skyrocket, it will be rediculous if the ticket stands
