I'm guessing what the problem might be: If the person charging money is saying that he is the "official" shuttle from the school, therefore the students pay him money if he says that's the rules. With those students not knowing that the official shuttle does not cost them any money, that would seem like some sort of fraud and then would probably be punishable by the law.
However, if this Scion driver is telling people "hey, if you want a ride to school I'll give you one for 10 bucks" then I don't see how that is a legal matter really. I was in the city with 4 friends and we couldn't get a taxi for the longest time, so some dude at the gas station offered to take us where we needed for 20 bucks. We jumped at the chance, instead of being out in the cold for at least another 30 minutes.

Yeah I know people will get in trouble for stuff that other adults did while fully knowing what was going on. I guess only time will tell, and if this dude is cheating people out of their money, then I hope it will be handling appropriately.

That freakin university is going to overrun the gov't pretty soon. They have their own bus system, security, maintenance... and lots of money. But anyhoo, some of the company vehicles are black xBs. Usually I see the students transported in black shuttle buses tho.
