SMOG check problems in Sac.....any good shops

Being a transplant, I took my 06 xb to get smogged. He couldn't get a tach signal. Suspected something with CAN. Anyone know a reputable shop that know's what their doing.

I thought we didn't have to smog our cars for 5 years or something like that?
