Default Moving to Washington...Laws?

My family and I are planning on moving to Washington hopefully Widbey Island area. I'm moving from Arizona which have almost no laws when it comes to modifications. I've seen open headers drive by cops no problem. There isn't even a state ref. However, I am originally from San Jose California where you need C.A.R.B numbers on everything. Is the same required there as well? I guess I'm really asking what are the do's and dont's and what can you get away with? Any help or information is greatly appreciated. I've been in this whole car thing since the mid 90's and it would be disappointing to find out I can't mod anything.

Honestly just depends on the cops. I have been pulled over for my exhaust, no front plate, tint, etc.. Just stupid stuff. There are more laws here. Most of the time however the cops do nothing. Drive the speed limit and you will be fine.

Crap! What are the tint laws there? I have tint in the front but is the lightest you can get. The rears are limo since it is AZ. I never really liked tint until I needed it here. So no CARB regulations or anything? I have both Descendant cold air intake and exhaust. Both have no CARB #'s. However not really loud. I was hoping to pick up a car to use as a weekend racer like an 80-90's import. Thanks for the response by the way.

if you are registered on whidbey island, there are no emissions laws for the island. the staties love noise infractions, but town and county really could care less as long as u drive the speed limit. im running full cold air, with a megan racing catless race header, and only get messed with from the state every now and then. just sayin hope this helps, hit me up when u get to the island.

Thanks guys. I've been browsing around in the regional forums and I'd have to say that I'm hugely relieved to see such a big scene. Not just Scion but import overall. I stayed in Oak Harbor a couple of months ago and noticed a bunch of slammed Hondas and noticed the ones I saw were driven by females. I'm an old school hard core street racer from the Bay Area in the late 90's Hondas, turned hobbyist, and now once settled in I've been looking for an old import probably Honda or Toyota to track. I don't like the rep that Honda guys have but it's where I started. The 2009 tC I had was 2X the cost to play with and now my '12 tC is almost 3X what the tC1 was. Any good AutoCross tracks there? Oh yeah, how's Marysville on modified imports? I'll definitely hit you guys up when I make it into the area.
