I think this means who ever adds a bunch of halloween decorations and stuff to display with the car. Idk im going to wait on a reply for this as well.

alot of people do special paint brushes just for this event. its really cool..

=O an event in my city?!?! I'll BE THERE. For those who don't know the area, there is a Hooters, Mimi's, Apple's, Chik-fil-a, and a Portello's (great chicago-based food) down the street from the event.
