Well some VC code states that "any altered modification to a vehicle's performance is illegal too." See what I mean of the VC code book having loop holes in it. Yes C/F hoods and/or fiberglass hoods are required to have hood pins due to being unstable.

a friend got one of these slapped on this engine. he swapped in a udsm gsr motor from a crashed dc2 into his ek. he was running stock headers and intake but the cop saw the "B18C" stamped on the blocked and asked for the appropriate paperwork. he was screwed at that point.

this isnt his actual sticker. i found this online.

Depends on the ticket & whether the ticket is marked as correctable or non-correctable. Correctable tickets are "fix it" tickets & you have to return the part to stock go to a CHP/referee station where they make sure it was changed back to the appropriate parts & they sign it off & you just pay the $10 fine & send in the paperwork stating it was changed. However, if a ticket is marked as "non-correctable" you can keep the part on but the fine is much larger. It's at the cops discretion whether he wants to mark it as correctable or non-correctable.

For example, I was parked in my college parking lot & I got a ticket for no front plate while I was in class - the ticket was marked as "non-correctable"; I had to pay a $30 fine & that's it. Then on another occasion I got pulled over on my way to SEMA for no front plate; yet this time it was marked as "correctable", I had to put my front plate back on, go to the ref station (no charge) & they had to sign off the ticket stating I had my front plate on now, all I had to do to get this resolved was send in the paperwork from the ref station, pay $10 & donezo.
