No she didn't, but I ran into her yesterday as she was getting into her car. She claimed she was out of town and didn't even know about the letter I left on the windshield. Also said her "friend" was using it, the car is uninisured

Well, you have pics, & she did admit to not having insurance, so you could turn her in. She either does not care or cannot afford insurance.
IMO It very much sucks that dings happen on a DD, but it's bound to happen, so just let it go.

Hax- You should contact the police to fill out a report. Provide them with the pictures you took also. Then mention to them that she said she left her car with a "friend", and that she admitted to not having insurance on it (but still leant it out without any coverage). They should follow up and cite her for not having insurance at least, possibly more. Your insurance company should also be notified so that they can "find fault" with her personally, and go forward with contacting her to cover the damages...(even if it is just a good buffing, she should have to pay for it). When the police give you a report number, mention that number to your insurance company too.
I wonder if she will provide you with the name of the "friend" she leant her car to? If he/she has other vehicles, they may already have insurance on them. Some insurance policies follow the driver in whatever vehicle they drive, so you could get ahold of that person's insurance info to cover it too...
