Not necessarily. It's an option sometimes. Usually it's included.

I've seen them both by the gauge cluster and ON top of the steering wheel

That's where mine is located. Like hotbox05 said, I have seen them located other places as well.

My iQ didn't have this mic initially. One day I tried to pair my cell phone to the stereo via Bluetooth and it failed... went to few dealerships closer by my house and they couldn't figure it out. Then decided to go back to the dealership where I got my iQ. We did a comparison with one of the iQ's that they have in the loft, and the Bluetooth works. My stereo has missing options under the Bluetooth menu. The service rep helped me to open a case with Scion, and found out that the missing mic is the cause of it. The rep told me that the stereo system was installed at the port and somehow the installers forgot to put in the mic. I got the mic installed at the dealership and the Bluetooth function works.

According to the IQ advertising, the microphone should be standard equipment on all IQs.

Not me I took that piece of crap mike out in favor of a real pioneer mike mounted above the rear view, biggest difference is my new mike actually works. The factory one sucks !!

If you are keeping the Scion provided head unit the mic will work just fine if you find the right placement. It took me three tries but I have it mounted on top of the steering wheel housing and now I have no complaints from callers, they can hear me just fine.

The location in front of the speedometer causes noise to hit the mic from behind, like an amphitheater would reflect sound. I tried to move it to the upper left windshield and had similar problems.

If you are changing out the head unit then purchase the mic that matches your brand and you'll have a good set up.
