Best inexpensive mod?
Lowering springs, VRD grills, take off the tC emblem on the back. Then painting the rear Scion emblem black to blend it a bit. Unless you got a white tC, then i'd say either leave it or paint it white with black Scion letters. Couple people did that and it looks pretty sick.
VRD grills are like $200 I think. Then also while your at it, look on ebay for VRD fog lights. The $90 ones. Those would be a great addition.
Then once you graduate and make baller cash, BOOST. Perhaps some overly priced heavy wheels? jk

One of the most inexpensive mods that WORK would be a high-flow air filter that fits right in your stock air box. (K&N) You can buy these at any car store but they will cost around 50 dollars or something, it will help save gas also and add some easy horsepower. It’s not going to add 20 hp or anything, but it’s a good investment if you’re low on money because you only replace them every 50,000 miles or so. Did I mention it save gas!!! (Only a little but it’s getting expensive haha!)
