Foglight harness??

Did I receive the correct wiring harness with my foglights??
The first thing that threw me off was that it has two relays.
Second is the switch. Whats up with the two buttons. Why two buttons? It appears this harness is for something that controls two things. Either at the same time by having both buttons on, or independently by having only one button on at a time.
I thought OEM foglights for the Scion TC came with plug n play wiring to match the wiring on the car. I've been through all of this with the seller on Ebay and am getting no where's. They claim these are OEM style foglights and not OEM. Yet the auction states they are for a 04.05.06 Scion TC. So I expected the plug n play wiring that works with this car.
