I'll post the pictures of the bracket that mounts to the lower grille and see if you can make it yourself.
a 5/16 or 3/8" x 5-6" all threaded bolt for adjustment, welded to the steel plate. pre-drill steel plate to match license plate holes. big washers for support on the grille. total was around $3, if you know someone that can weld, just show him a pic and he should know the rest!

I was told that there is an $80 fine in California for missing front plate. I lowered and centered using machine screws and wing nuts by reaching behind grill from the top with the hood open.

Technically, having the plate behind anything is illegal, including glass. That's why you'll get a fix it ticket if you have a clear cover on the plate (in CA that's how it is). Also, think about the hazard of having a loose metal plate wedged inside your cabin, and you get into a collision that unwedges that metal plate... bye bye head...

washington state you have to have the front plate. but i have seen a few cars without them. don't know if they've been harrassed about it though. i've never had it on and i've driven onto post here at fort lewis with no hassle. but i have veteran plates so they probably let me slide.
I've gotten a no front plate ticket from a WA Trooper. So decided to put the plate on the bottom. It fits great and will not fall out with some big screws I just got tired of having to pop the grilles off to get it out for shows. Now I just have it in the window with suction cups...gotta find something to put around it so's I don't get decapitated:
Nick did something similar to what Yanki did. He made some L-shaped brackets and screwed into the bumper along the top edge of the bottom grille. Even with the hardware removed you don't see the holes.
