05 rs1 tc with sagging front fender i do have s techs but this fender has been going downward for a while
do i need clips or the brackets???

Might not be seated properly in that area. Might of popped out over time. Take the bumper off and inspect everything. Make sure all your hardware is there and everything locks in place like it should. If everything looks good, problem solved if not and it still bulges out like that, you might need a new bumper stay that sits back there.
